BizSAFE is Singapore’s national workplace safety and health (WSH) certification programme, managed by the Workplace Safety and Health Council (WSHC) under the Ministry of Manpower (MOM). It is a structured 5-level programme that guides companies of all sizes through progressive safety milestones, from a basic CEO commitment at Level 1 to world-class WSH management at Star level.

- BizSAFE Level 1: The CEO’s Commitment
Top management must attend a 3-hour WSH workshop, available online via the WSHC e-learning portal. Upon completion, the company may apply for Level 1 recognition, which acts as the launchpad to progress towards Level 2. Valid for 6 months, non-renewable.
- BizSAFE Level 2: Building Your Risk Management Foundation
The company appoints a Risk Management (RM) Champion who attends a 2-day course on developing a Risk Management Implementation Plan. The RM Champion leads the company in identifying hazards, assessing risks, and creating a control plan. Valid for 6 months, non-renewable.
- BizSAFE Level 3: Audit and Certification
The most commonly sought level for tender and contract eligibility. The company implements its Risk Management Plan and engages a MOM-approved auditing organisation to conduct an independent audit. The audit involves document review, staff interviews, and an on-site inspection. Valid for 3 years, renewable.
- BizSAFE Level 4: Building a WSH Management System
The WSHMS Champion attends a 4-day course and develops a comprehensive Workplace Safety and Health Management System Implementation Plan that integrates WSH objectives, emergency response plans, and legal compliance. Valid for 3 years, renewable.
- BizSAFE Star: The Pinnacle of WSH Excellence
To achieve Star status, the company must hold ISO 45001 (or SS651) certification from a SAC-accredited body, accompanied by a valid Risk Management Audit Report. This signals that the company meets a global benchmark for occupational health and safety. It is important to note that bizSAFE Star status is directly tied to the company’s ISO 45001 certification. If the ISO certification expires or is revoked, the bizSAFE Star status becomes invalid immediately.
Who Needs BizSAFE Certification in Singapore?

While BizSAFE is not legally mandatory for all businesses, it is effectively a commercial necessity for any company that:
- Tenders for Singapore government or GLC contracts will require at least BizSAFE Level 3
- Works as a subcontractor or supplier to large enterprises that mandate WSH certification
- Operates in higher-risk sectors such as construction, manufacturing, marine, oil and gas, logistics, or facilities management
- Wants to demonstrate a credible safety culture to clients, partners, and employees

How to Get bizSAFE Certified: Step by Step
The typical process for achieving BizSAFE Level 3:
- Top management attends the Level 1 CEO/Top Management WSH Workshop (3 hours, available online)
- Appoint an RM Champion and enrol them in the Level 2 Risk Management course (2 days)
- Develop and implement the Risk Management Plan across all relevant work activities
- Engage a MOM-approved Auditing Organisation (AO) to conduct the RM Implementation Audit
- Submit the online bizSAFE Enterprise Application via the WSHC portal with the required documents
- Await approval, typically 10 working days. The e-certificate is emailed to senior management upon approval
- Timeline & renewal: Level 3 is valid for 3 years; submit renewal 2 months before expiry
Companies may apply for higher levels directly, provided all requirements for that level are met.
How Long Does BizSAFE Certification Take?
Level 3 certification typically takes 4 to 8 weeks from start to finish, depending on company readiness:
- Level 1 Workshop: 3 hours
- Level 2 Course: 2 days
- Risk Management Plan development: 1–3 weeks
- RM Audit: 1–3 days
- WSHC application processing: ~10 working days

How Much Does BizSAFE Cost?
The WSHC application is free. Costs arise from training and auditing:
